Utility Rates

Current Billing Rates as of December 2018
The City of Parsons has several utilities to service the residents. Water, waste water, storm water and sanitation services along with an EPA compliance program fee make up the monthly city utilities bill. All bills are mailed on the last working day of each month. If you have not received your bill by the 3rd of the month, please contact the City Clerk's office at 421-7010.

Bills are due the 17th of each month and if not paid by the 17th, a 5% penalty will be added to the bill. If a bill remains unpaid by the 25th, your service will be disconnected. To reconnect, the entire bill plus a $25.00 reconnect charge must be paid in full. (Shut-off payments are not accepted online. Failure to receive the bill does not waive any past due penalty or prevent service disconnection for unpaid balances. 
  
How to Pay your bill:

  • Bring your payment to the City Clerk's office on the 1st Floor of the Municipal Building
  • Mail to the City Offices, P.O. Box 1037, Parsons, KS 67357
  • Place it in either of the drop boxes, one which is located at the top of the front (west) stairs, south side, the other located in the parking lot at 1618 Broadway, across the street from the Municipal Building
  • Set-up automatic bill payment - the full amount of your bill is deducted from your checking or savings account approximately the 12th day of each month.

Water
The Water Department provides potable water to approximately 4,700 customers within the service area. The average annual production of the Water Treatment Plant is 1.5 million gallons per day (MGD) or approximately 550 million gallons per year. The majority of the plant has the capacity to treat 4.5 MGD. The city maintains and services more than 80 miles of water lines throughout the city.

There are two rates - a minimum charge of $18.05 for 1,500 gallons or less and a unit charge of $5.90 for 750 gallons for all usage over the minimum. Rates for residences outside the city limits are double.

Sewer (Wastewater)
The City of Parsons has a 2.5 million gallon per day (MGD) waste water treatment plant. This state of the art plant uses an activated sludge process and is designed to be expanded to meet the needs of Parsons for many years to come. Disinfection is accomplished by ultra-violet light. The plant has an odor control system to make it more environmentally friendly. The Waste water collection division maintains nearly 70 miles of sewer lines. They have an individual on call 24 hours a day, seven days a week. For repairs, problems or questions about the system, call 620-421-7020 during regular hours (7:30 a.m. to 5 p.m., Monday-Thursday and 7:30 am to 12:30 pm Friday). Emergencies after regular hours should be reported to the Parsons Police Department at 620-421-7060.

The monthly minimum usage rate is $15.00 for 0 - 1,500 gallons. All waste water over the monthly minimum is $4.90 per 750 gallons.

This is how the sewer rates are calculated: the first year at a new residence, or for all commercial customers, charges are based on each month's water usage. For residential customers, in December of each year, the average consumption for October and November are calculated and used as the basis of water consumption for the following year's calculation of the sewer charge. This basis for residential usage is recalculated every year based upon the usage in October and November and takes effect on each January's billing.

Storm Water
Residential storm water utility rates are billed a flat fee of $3.50. Proceeds from this federally mandated utility goes toward the city's storm water replacement fund. 
 
EPA Compliance Fee: Billed a monthly flat rate of $15.00 per residential.
 
Trash: Trash is picked up once per week for a flat fee of $13.25 per month. The City has several sizes of poly-carts available for rent from the City at $2.00 per month. Make sure your trash is available for pickup no later than 6 a.m. on your scheduled day. For individuals needing assistance, a walk-in sanitation service is available for $16.10 per month.
